The Next Chapter of Efrat's Growing Community

Demand is the first condition. Without real demand, no plan turns into value.

Efrat is one of the most sought-after and established towns in Israel. It leads the country in the share of residents holding an academic degree, has a strong national-religious population, and a high concentration of affluent immigrants from the English-speaking world.
What this means for an investor: high demand, stable apartment prices, and a natural audience. Investors and buyers from the diaspora who know and love the area.

One lot is intended to carry rights for one apartment of approximately 130 sqm living space. Rights first. Walls optional.
Approximate construction rate for a 130 sqm apt.: 130 sqm × 11,500 = 1,495,000 NIS. This is not due at reservation. It is the later cost if you build the apartment after rights.
The approximate price of a current 130 sqm apartment is 3,316,950 NIS.
This does not include if the price per meter goes up over the next few years, which is likely to happen.
Figures as stated in the Givat Eitam Buyer Brief and Buyer Presentation (Sept 18, 2026). Estimates only; they are not a guarantee of future value, price or return.
The Civil Administration completed the declaration after rejecting 8 appeals.
Authorisation for the Ministry of Housing to plan at Givat HaEitam, up to ~7,000 units by professional estimates.
The Ministry of Housing submitted plan 410/7/1 to Efrat's planning committee.
HCJ 3303/20, ending some 18 years of litigation; the allocation to Efrat stood.
Economy Minister Nir Barkat toured the hill and defined its development as a national strategic interest.
Central Command GOC Avi Bluth signed 18 new municipal boundaries; "the Givat HaEitam neighbourhood in Efrat will be expanded", a move enabling thousands of units.

Timelines are estimates only and depend on planning bodies and policy decisions; they are not a commitment to any date.
The permanent road to Givat HaEitam is engineering-heavy (tunnels and bridges) and could take years to build.
A temporary, alternative access road at minimal cost, with security approval in principle, so advancing the zoning plan does not depend on the complex road.
Before an approved plan there is no precise estimate of development cost per unit, and it feeds directly into the residual value.
The estimate is based on Israel Land Authority guidelines at the top of the range (rocky hill terrain) and on information from contractors in the area, not on optimistic assumptions.
Advancing zoning plans in Judea and Samaria depends on the political structure and government policy; a policy shift could slow the pace.
Consistent institutional momentum behind developing the hill (council, Ministry of Housing, defence establishment), and a planning pace significantly faster than other regions.
Proximity to the outskirts of Bethlehem may require security measures or setback distances that reduce the buildable area.
The conservative 50% deduction for public needs, infrastructure and archaeology in the model already absorbs part of such an impact.
A weak market at the time of realisation could press apartment prices and lower the derived land value.
Entry at NIS 400,000 per unit, a substantial cushion; plus a favourable tax structure.
The risks listed are not exhaustive. Investing in land before zoning carries a risk of losing part or all of the investment.
Tax advantages from project location, deal structure and buyer identity.
You can sell your lot to someone else at any time; all agreements you sign will need to be signed by the purchasing party. The right can be sold at any stage of the project and to any person.
The main profit increase happens when building rights are received; this jump is where you see the bulk of the return. As the land develops and approvals for different levels occur, the price of the land will continue to rise, and lot prices will be increased over time as well.
Reserve Your Lot
Only 600 lots are available before building rights are obtained, and lot prices will increase over time as development continues. Start your reservation with the online registration form, in English or Hebrew.
